Seems like the same streets get torn up every year. Irving Park Road is a great example, where the area just east of the Kennedy is once again being torn up for utility work – snarling traffic for blocks. The rule should be that all projects that require road demolition have to be done at the same time, every 10 years. The only exception should be for emergencies like a burst water main.
