    First, this so-called study seems to be just the latest pile of junk science that tries to shoehorn facts to fit a pre-ordained, agenda-driven conclusion about race. Not a solid basis for any legislation.

    Second, IL has a Department of Insurance to regulate insurance rates. If there was any issue of racial bias in rate setting, the Department should handle it, not the low-information lunkhead legislators.
