I would fight it.

Because your vehicle had not been on or driven on the public way for so long, you could make the argument that it was not technically in violation. You could make the argument it was in storage due to your extended stay out of town. In addition, the city sticker is for vehicles driving upon the public way. 

I would argue it this way. You had last year&#039;s city sticker on the car the last day you had driven it upon the public way before putting it into storage while you were out of town. When you got back, and before you drove it upon the public way, you put on your new city sticker.

Because the municipal code requires the city sticker on the car when it&#039;s being driven on the public way, you were technically not in violation.

Try that. It may work, depending on the Administrative Law Judge you get.</description>

		<description>Pete, I&#039;m not asking anyone to feel sympathy for me because I waited until the 15th -- but sometimes people who can (barely) afford cars have inconsistent incomes for various reasons.  I had a gap in my income in May, so I would have had to put the sticker on my credit card at 20% interest if I had bought it in May.  Others may have unexpected emergency expenses that mean they can&#039;t pay cash for the sticker when sales begin, and it makes sense to wait rather than putting it on a credit card.</description>
