NBC 5 Digs Into Local Debt Recovery Program

NBC 5 digs a bit deeper into the Local Debt Recovery Program, a recently enacted state law that allows municipalities to collect on old debt like parking tickets, red light cameras, water bills, even library fines by going after state tax refunds.
The Unit 5 investigation finds, to nobody’s surprise that Chicago has been the most aggressive city using the law and even documents efforts to collect on tickets as far back as 1990.
Springfield and Joliet are two other cities using the law and Joliet only goes back five years trying to collect on unpaid debt.

That would require an Act of Congress….and the members of State and Federal Congresses are some of the worst parkers out there.
A very greedy city. Anything over 5 or 10 years is stupid. There should be a reasonable time limit but this Chicago.

Not everyone who received a letter actually owes a ticket. I received a letter when I called the city it was for a license plate I never had on a make of car that I never owned. But now it’s up to me to prove that. Oh BTW, the ticket was issued in 1994!!! Where and How am I supposed to find proof after 18 years???

I can’t speak for Capt or Dor….
But the biggest problem this is causing is that people with the same name are getting tagged with tickets from others with the same name.
The data mining software doesn’t discriminate between names and vehicle ownership. Tom Smith from Chicago and Tom Smith from Oak Brook could both be getting their tax refund withheld because of tickets that Tom Smith of Northbrook got.
The agency isn’t checking DL’s to VIN ownership
Im pretty sure they identify everyone through their social security numbers which is also everyones tax id number.
Remedy…did you have to give your SSN when you got your DL or when you registered your title?
Cause I didn’t.
I never really had to deal with it because if I get a ticket, I pay it.
