Booted & Screwed By Global Parking Management
Below is the horror story of a parking experience by a reader who had recently went shopping at Village Discount Outlet in the Roscoe Village Neighborhood.
According to our reader, she parked in the store’s lot, shopped in the store and that store only and came back to her car to find it booted. But I will let her tell the story…
Last week my car was booted by a private company, Global Parking Management, at a thrift store parking lot in Roscoe Village. Posters at the lot and inside and outside the store warned me sternly not to enter any other establishment, and to “walk directly back to my car” after making my purchases, “no exceptions.” I did not mess around. Holding my baby daughter by the hand, I marched from my car to the store and directly back again – to find a boot on my tire and a uniformed tough guy demanding $115 to release it! The man wore a half-dozen laminated tags around his neck; covered in fine print, they looked like licenses. He started a tape recorder as I approached, and informed me that I had entered another store, though he could not say which one.”You have one hour to pay,” he said, clicked a stopwatch, and walked away.
I called the police, who declined to intervene in this “civil matter.” They did say mine was one of three calls for help that day from the same lot. I grabbed my daughter and ran back into the store and pleaded with the management for help, but they gave none.
After two hours, with my daughter crying in the street and another hungry baby waiting for me at home, I had no choice but to pay up to retrieve my car. Before removing the boot, the lot attendant took my credit card, gave me a printed “Bill of Rights” with a false address and a non-working phone number for Global Parking Management, and made me sign a receipt that said, “I was not forced to sign this paper.”
Since then I’ve found that obtaining a refund from Global is extremely difficult, perhaps impossible. My only option, I am told by city representatives at 311, is to call the Better Business Bureau (which has already registered 54 complaints against Global Parking in the last 36 months) and to hope to be granted an administrative hearing with the city’s Department of Consumer Affairs.
Something fundamental is wrong here. Global Parking makes a great show of appearing professional – all those tags with fine print, the big warning posters, the tape recorder – but it’s a sham. They are ripping off innocent Chicagoans. How can a recorded conversation between the lot attendant and a returning driver, however loud and angry it is, prove that the driver had broken the posted rules and entered another store? Those tapes are not “evidence” at all. As Global Parking knows, the recorded conversations inevitably cast the driver in a bad light: return to find your car unfairly booted and a stranger demanding $115 to release it, and you’re sure to sound outraged on tape. Video footage would offer real proof of where a driver really walked when she left her car. It should strike everyone as suspicious that Global Parking refuses to install surveillance cameras at all of its lots.
Private booting (in effect, booting for profit) was banned in Chicago in 1999. I understand there were lots of complaints and police were constantly being dragged into disputes at private lots. Alderman Eugene Schulter (Ward 47) initiated the re-legalization of private booting in Chicago soon after, however, on the condition that the booting firms be closely monitored. Just how bad does Global Parking’s record have to be before their city license to boot is put in jeopardy? Why has the company been allowed to distribute a false business address to the public for at least two years, as well as an out-of-service phone number? Do their lot attendants work on commission?
Global Parking Management is apparently owned by Michael Denigris and Roseanne Parone-Denigris, who also run a FruitFlowers franchise at 2148 N. Damen. That’s the address given for Global Parking on the Global Parking website, though not on their parking lot signs. The Denigris family seems to have owned Guardian Parking Management several years ago, which was hit by a class action lawsuit in Evanston in 2000 for similar booting abuses and shut down.
In my view, Global Parking will continue to practice extortionist antics as long as private booting is allowed in the city of Chicago, or as long as the city refuses to monitor the conduct of the booting firms – which are not the same as towing firms — more assiduously. Businesses, too, need to demand better conduct from the security firms they employ. For now, even if you follow all of the rules, be warned: some day soon you might return to your car after shopping or grabbing coffee and suddenly find you owe a thug with a tape machine $115, payable immediately by cash or credit card.

I recently had the same problem with the Global Parking Management Company. I paid the $115, dealt with the terribly rude ‘attendant’, and I have been online trying to find ways to get it appealed. If there is some kind of class action, or if there is a petition to sign, how can I get my name on it?

If you contact the owners, expect to be treated harshly.

The easiest way to avoid this situation is not to shop at any business who uses these scumbags.
you park your car, they boot your car in one minute, then asking for $115 to remove it! that’s ridiculous! it’s hard but has to believe that this kind of robbery is legal in Chicago! while it maybe because that is private parking property, but it’s supposed to operated for commercial use, and they treat customers like trash, rob everything out of us!

I would like to inform everyone here that I was successful in getting my booting fee refunded.
I followed the rules and did not attempt to alter the rules for myself. There was a misunderstanding due to new parking regulations and not enough signage being present at the time indicating which spaces were intended for different parties.
They are providing a needed service for businesses of Chicago, and if you have proof that they were wrong, they will refund your money. I provided photographs and video from my phone as backup evidence. Was I frustrated—yes. Was I vindicated in the end–yes.
Same thing happened to me on Sunday. I was going to National City in Wicker Park to deposit a check at the atm in their lobby. The bank was closed and the parking lot was about 1/4 full. I parked in a spot with a sign that reads “Parking for National City Customers Only” directly in front of the parking spot. There were no other cars in the spots designated for National City. I figured that since I am a National City Customer, then everything is all good.
So I run down to Starbucks to grab a quick coffee before making my deposit. (this literally took less than five minutes). When I got back, I saw the Global Parking Management employee rising up from behind my car and placing a leaflet underneath my windshield wiper. I go over to the car to see exactly what she is doing to my vehicle and discover that I have been booted. She then proceeds to activate a tape recorder before launching into a canned statement as if she is some kind of robot or android from star trek. She informs me that because I went to Starbucks I have to pay Global Parking Management $115 in order to get the boot taken off. And to make matters worse she tells me that I have to come up with the money in the next 45 minutes because her shift was about to end and they will have to tow my car once her glorious work day is over.
So I parked my car in a spot with a sign that says “National City Customers Only” directly in front of the parking space. But apparently there was another sign from Global Parking Management on the other side of the parking lot.
Evidently, in order to make sure I am parked legally at my own local bank, I’m supposed to go look for more parking-related signs in addition to the sign that I just saw that was right in front of my face when I parked my car? Why wasn’t the Global Parking Management sign directly in front of me when I parked my car? That would be helpful.
Regardless, this company’s business practices are illegal, unethical, and predatory. The last thing that we need as Chicagoans is these blood sucking evil scoundrels extorting us out of hundreds of dollars when we have done absolutely nothing wrong. No one was inconvenienced other than myself and possibly my bank because I am seriously considering moving my assets to another bank simply because National City allowed this to happen to one of their own customers.

I don’t believe that Joe Grillo the ex cop and the Joe Grillo who is an owner of Global are the same person. The Joe Grillo of Global is a short little guy and would never have met the Chicago Police height requirements.
As far as kick backs – you are right on target. The District 1432 Police Department look out after these guys.
About the Alderman:
The 32nd Ward alderman Scott Waguesspack introduced an ordinance to ban booting in the 32nd Ward and had the ordinance went thru the committees but Scott Waguesspack decided to pull it back at the last minute when it was scheduled to be voted on by the entire Chicago council.
You got to wonder why?

I had a similar problem on November 4th, 2010. Concerning the lot at Clark/Wellington, I patronized the stores adjacent to the parking lot and came out to find a boot on my car. I actually spoke with the attendant prior to ensure I was obeying the rules of the lot and he ensured me that I was. Upon coming out of the Carribou Coffee I had a boot on my car and was asked to pay $115. Of course I complained and called the number listed on the sign to no response. The only option I was given was paying the fine and requesting a refund. I have contacted them 3 times since requesting a refund and have received not a single response. These people are criminals and are scamming people! Do not hire them and spread the word about these crooks!
If you have the Choice between a Parking Lot thats patrolled by These companies or a PayBox on the street….
Pay the damn Meter….worst Case its a 50.00 Ticket from the city that you can possibly Beat.
Or shop Online or Walk to the damn store.

I just experienced the boot at the hands of the criminal enterprise known as Global Parking, down at the lot in Roscoe Village. I took a friend to the thrift shop, walking directly back to the lot she went into the hamburger place on the corner to get carry out; I walked in and out, just seconds long enough to tell her what I wanted, as I didn’t feel comfortable about my car in the lot there. Sure enough, the guy had a boot on my car already and was back to his car, talking on his radio. There is some kind of weird scam going on here. They are using radios, for Gods sake, to observe you. It’s like walking into a trap. There is no reasoning here; I had stepped into a place (in sight of my car), and stepped back out, they had the boot on already and I was already set up to have $115 extorted from me. Seconds, literally. Ok. If that’s the way you want it. I am never going to Roscoe Village again as long as I live, and will never spend money in that Ward, ever. Also, I’m going to make this and the criminal enterprise known as Global Parking my “special project,” from now on.

At 4800 n kedzie my vehicls was booted when I walked in Dunkin Donuts to grab a coffee,and just 25′away with perfect view of my vehicle. I spoke to a supervisor while the Global employee stood there listening to me Bitch her out. Let the fight begin! This is one fine scam and is predatory as well. It’s a shame that a police officer can pardon us from a traffic violation but one these !@#$! has to make us pay right at that moment! The city of chicago has let me make payments with parking tickets that were past due!? And the city also lets you contest any ticket by mail or in person before there is a final judgement!

How does one beat a meter ticket? Unless I am in possession of a receipt that expires after the time ticket was issued, I can’t think of any other technicality that would give me a 50/50 chance of beating the ticket.

I am about to file papers in Cook County against Global Parking Management; I’m going to litigate to get my money back.
If you believe your car was unlawfully booted and you were subject to duress in paying a ‘fine’, if there are enough of us we can issue a class action lawsuit.
I may also file an action in tort.
I will subpoena their records for all the names and addresses of their victims (because not everyone is going to come across this web blog) but if you’d like to get in touch with me personally beforehand, please do… as the better our case can be.

Well these jerks just screwed me for thanksgiving. Parked in an empty lot. Came back and they were waiting for me. They should pay someone to ask you to leave. Instead they hide somewhere and wait then hold your car hostage.

Anyone ever heard of M.C. Parking Management, same kind of thing just happened to me. And their email address doesnt exist and the address they give doesnt claim them to work there. Boot ticket was 170. Goal for the nite was movie from the redbox at walgreens then food from subway (which is the patrolled lot) Figured I’d do walgreens first. didnt even really seen the sign that said NO WALGREENS PARKING! Was in and out of walgreens in less than a minute and saw someone at my car so I went over there and saw the boot and suddenly my money was going to them and not my subs. Tried to call the place but the guy was an ass. They have “employees” that sit in their car and wait to watch what ppl do and then put a boot on and say you have an hr to pay! soo stupid!
Is that not some sort of entrapment?
Going to small claim courts, will see what it does. If they want to waste my money, I will be wasting their time trying to get $140 back
Funny I found this site. I got booted, but not on Village discount. I received a Boot on belmont and Clark. I must admit I did try to park and sneak across to Starbucks but I got caught. No ones fault but my own however I did contact the company and they were every nice and made a lot of sense. I could have paid a tow company over $200 I checked it, but I pleaded for my money back anyway but to no avail. I didn’t expect anything back but my mom always told me it doesn’t hurt to try. I don’t feel bad I just feel like an idiot for trying to steal parking. What I don’t understand is all these people complaining about paying a fine for parking illegal that they didn’t see the sign or didn’t know. frankly I am only writing to voice my opinion. I watch all these shows on TV, Dateline on ID Forensics, and 20/20 what bothers me most is how all these people claim they are innocent when they get caught. You don’t need a sign to know what is legal or what is not. When you pull on a parking lot unless you think God put it there for free parking the normal reaction for anyone is to look and see who this parking lot belongs to and that would probably be on a sign Daaaaaaaaaaa! and by the way genius who asked about entrapment, look it up thats why we have the internet you didn’t have to graduate high school to know Entrapment is if the parking attendant actually told you to park there and when you came back they booted you. I doubt that happened………..and stop bothering the Alderman they have better things to do than comfort you because you feel like you should not pay for your sins. also this site is hysterical you actually give these people a place to voice their opinion of how they should be rewarded for trespassing. Grow up everyone and stay off private property and READ SIGNS. I can at least admit Im a dummy but not for not reading the signs but for trying to get away with it.
I know it sounds funny that I am defending them, I send Emails to the TV shows when I see injustice but I’m not defending the company just the cause. If you park on some stores property and don;t go there who’s fault is it that your ignorant. Have a nice day.
By the way Alderman if your reading this most likely the people that are complaining to you are not your voters besides who needs votes from people that do illegal things and are not upstanding citizens. Upstanding Citizens pay for their mistakes not complain about them.

You want to get them ‘acted’ on? Call the Chamber of Commerce for Bucktown…and ask for the VP or Pres of the association. They have more clout than Scott.
Considering that booting companies hire known felons and gangbangers to work for them (who else could they get?) the best thing would be to bait the booting thug into attacking you, using every insult you can think of, and if they do then you will become the new owner of Global Parking after your lawsuit is filed. Remember, these thugs have NO law enforcement power whatsoever and are already operating in barely-legal territory.

With all due respect, Scott Waguespack has done a fantastic job in getting Mike, Joe and Rosie to tone down their act.
Six years ago, Global was totally out of control. The Global Parking boters were getting into physical confrontations, their were numerous reports of weapons being carried etc…
Scott introduced an ordinance to not allow Global to do business in Bucktown and had it in the final stages of passage until Denigris and Grillo begged for one last chance.
A number of restrictions where put into place and Global was put on a strict probation.
Scott Waguesspack has a ton of influence in the 32nd Ward and has done a fantastic job with the way he has dealt with Global Parking. Global is still a slimey operation but at least they know that someone is watching over them.
I know for a fact that Scott Waguespack wants to hear about any complaints in regard to Global Parking.
The Chamber of Commerce? You got to be joking.

The Global guys did clean up their act at locations within the 32nd Ward. From my understanding, complaints are down. The Alderman had a lot to do with this.
I have first hand experience with Scott. I’m not impressed with him or his staff.
He may have ‘gone so far as” to get an ordinance introduced to not allow Global to do business in Bucktown…

Global at it again ,i was at little ceasars parking lot by accident .i thought i was at the burrito restaurant parking addison and western. i walked in and was told not to park at Ceasars parking ,so i walked back and i was to late .global has a man sit in the car just waiting i asked him where are the posted signs he pointed fifty feet away.in less than a minute i was out 140 bucks and no burrito,i was upset that this is wrong, and Chicago should be ashamed to have global parking in their city.
I read something about a class action lawsuit further up in these comments, please contact me if anyone needs information about my incident today. Happened at Taylor and May at the chase bank. I was intimidated into coughing up $140 by a straight up useless thug. Didn’t identify himself until the robot speech/tape recorder. I idiotically forgot to ask him to prove that I didn’t patronize the bank.

The same happened to me as well same location. I’ve been loyal to chase for years now and even have investments with them. I can’t believe they would allow global to conduct this against the loyal customers of chase. When i went to inform them inside the bank the only thing they said was that they rent the building and the owner pays global to monitor the lot. After this i will be withdrawing all from chase. I can’t believe they allow this to take place. And that if a car is left for along time it is up to chase to make the decision and call for a tow company not an outside agency with bogus numbers. And as for the owner of the lot Mr. Rincon at 773-457-0097 he was not available just a rude lady that was not considerate at all.

Today I had to pay 140$ to these scammers. I parked near Caribou Coffee in N. Clark St. I was just waiting for my friend on the sidewalk. The global parking employees ran into my car and fixed the boot. They told me that the sidewalk belong to the city not the plaza and I had left the plaza. How can they get away with that?
Guys, we shouldn’t let that happen in our city. We should do something.
I think the key is to boycott businesses which deal with Global parking.

I hate to support Global…but they are correct.
The sidewalk IS city property and if you exited the lot they manage it was a valid boot. And as far as I am aware, they are not required to give a warning if there are posted signs.
